Printmaker, publisher and painter. The son of a watchmaker, Burrow attended Cheltenham College as a boarder before training as a chemist and pharmacist. In 1900 he founded a publishing business in Cheltenham with a community of 350 artists, writers, and printers craftsmen - all set up on a profit sharing basis. He also worked in other media including watercolour.
School of Art, Aberystwyth University hold his etchings of the Welsh countryside.
